In order to carry out a proper management of electronic records and documents throughout their life cycle, thus ensuring compliance with both legal and policy in its production phase and in the conservation of those in the long term, the department of culture and Sport of the government of Navarra has approved

for local entities of navarre have performance standards and the development of adequate technological tools and ensure that proper implementation of digital file.
The Order specifies the Foral methodologies, tools and procedures to local authorities must implement to ensure adequate documentary management in the context of electronic administration . It also sets out the functional requirements, technological and methodological must fulfill the technological tool of digital archive sure you select each local authority . Annex 1 of the order includes 76 requirements, organized by different categories, some binding and other recommended, depending on the estimation of their degree of criticality for long-term retention of the authentic character in full, reliable and available records and electronic documents.
The aim is to provide for local technological tools necessary to implement all obligations and file management, and in order to facilitate the integration of their processing systems platforms secure digital archive, anticipating the possible portability of data, documents and electronic files to other platforms (particularly the future deployment in a digital file to the government of Navarra), the department of culture and Sport has defined and available to all local entities of the autonomous community a programme of assistance in the generation and management of cases in electronic workflow systems and their long-term conservation platforms for secure digital archive before each local authority.
The command defines a audit model for measuring the impact of their implementation . The Department of Culture and sport, in collaboration with the federation of municipalities and Navarra Councils, periodically, selected a sample of local entities and appoint an external auditor with the aim of assessing compliance with the requirements established in the order.
