Measures

In order to achieve the goals stated in each of the areas of the Plan of digitizing the AAPP, will be measures launched 17: 9 them cross-cutting to the entire administration in order to address the process of digital transformation of the entire public sector 6; transformation of the areas of greatest impact of the administration (health, justice, employment, inclusion, Social security and migration and consular service); and two-oriented modernization of central services of the General state administration and support for the transformation of territorial administrations .

Step 1. App Factory (factory Service for the development of App)

An initiative to promote the development of quality mobile applications that improve access to public services, bringing the administration to citizenship and facilitate a more fluid and nearby. The aim is that at the end of 2025 half of public services are available in app mobile.

Step 2. Improvement of user experience of citizenship

An initiative to establish a model of care for custom citizenship, proactive and omnicanal, through a Single point of access to both for information as to carry out the procedure required in their overall relationship with the administration.

Step 3. GobTechLab (Citizen laboratory of technological innovation in the administration)

The initiative will launch a laboratory for innovation of the General state administration to improve the experience in the use of digital public services through citizen participation, the collaborative creation and innovation in public services.

Step 4. New model of digital identity

Develop systems and services to accredit digitally to citizens, citizens and businesses in a 100% telematics using technologies such as biometrics, image, etc., safely and, on the other hand, will open up new systems of identification and signature uncomplicated, reliable and usable by the citizens, in line with the rules applicable in this area.

Step 5. Service Intelligent automation

Measure 9. The Centre of Cybersecurity

An initiative that will be at the centre of cyber-safety for all AGE and their Government Agencies, which will provide centrally protected from threats of cybersecurity. Aims to strengthen capacities in preventing and responding to security incidents and increasing the ability of surveillance and detection of cyber threats of a centralized way more efficient involving a significant saving money, effort and time.

Measure 10. digital Transformation of the Health sphere

An initiative that will strengthen the systems of the national health system through interoperable systems for the management of information of the different autonomous communities to improve the service, implement artificial intelligence to the analysis of data and health emergencies.

Step 11: digital Transformation of the administration of justice

The ministry of justice has developed a Plan by 2030 that Justice shall perform the following interventions and projects: the improvement of digital services for citizenship, enterprises and collective, have a Sustainable Electronic Case File, facilitate the immediacy digital, public faith digital and teleworking, Artificial intelligence and the administration of justice directed the data and modernizing infrastructure systems, networks and the post of user and the promotion of the mechanisms of interoperability and cybersecurity.

Measure 12. digital Transformation in the field of employment

This initiative aims at improving public services offered to citizens, citizens and companies in all areas related to employment through the transformation of the same from a holistic vision.

Measure 13. Transformation in the field of digital Inclusion, Social security and migration

This initiative aims to modernise public services of the ministry for the inclusion, Social security and immigration with the goal of improving its usability, usefulness, quality, accessibility, etc.; enabling new channels and also more services tailored to businesses.

Measure 14. digitization Plan Consular

This initiative seeks to facilitate and enhance access to digital services of the spanish government, both by the spaniards residing abroad, and the foreign citizenship and, especially for the rest of states members of the european Union.

Measure 15. digital Transformation in other areas of the General state administration

In addition to the five quick-impact projects, it will work towards the digital processing in other areas relevant such as security, agriculture, consumption and the care economy.

Measure 16. Digital Transformation and Modernization of the ministry of Territorial policy and Public Service

The digital processing of the public administrations provided for in Agenda Spain 2025 is that it arrives at all levels of administration, including investments at the national, regional and local levels.

Measure 17. Digital Transformation of the autonomous communities and Local Entities

A measure that will focus on financial support for projects of linked with the digital processing (automation of processes, public services, etc.), the open government, the implementation of telecommuting or innovation in services and technology.
