Spanish and european experts debated during the INAP on projects so that citizens do not need to provide data and documents that are already held by public administrations.

The TOOP project (The Eleven Only Principle), for its part, promoted by the european commission, was released in january 2017, involving approximately 50 21 states members of the eu and partner countries. TOOP seeks to lay the groundwork and uphold the principle of ‘ once ’ focusing on data relating to companies in the european cross-border context, in order to allow a better exchange of data and documents and reduce the administrative burden for businesses and Public administrations.
