The Global Cybersecurity (Global Cibersecurity Index - GCI) is an initiative of the international telecommunication union (ITU). This is a Composite index to measure the commitment of the states members of itu, 194, with cybersecurity.
The ECM manages five pillars backed by the Global Cybersecurity Agenda (Global Cybersecurity Agenda - GCA):
- Legal: existence of a legal framework for security and cybercrime.
- Technical: existence of a framework of technical measures to address the development of security at the national level.
- Organizational: existence of an organizational framework to deal with cybersecurity and the national level. it includes organizational structures and governance for cyber security.
- Capacity-building: existence of research and development programmes, education and training, certified professionals and public sector entities that encouraged them.
- Cooperation: existence of partnerships, country cooperation frameworks and information exchange networks.
And measures:
- The evolution over time of the commitment to safety in the countries and in relation to other countries.
- Progress in the commitment of all countries with cyber security from a global perspective.
- Progress in the commitment to security from a regional perspective.
- The imbalance between countries in terms of their level of participation in initiatives of cybersecurity.
According to the editing of ecm 2018 published in april 2019, spain is contained in seventh (7) of the list of the ten countries that show a greater degree of commitment to security.
In the analysis by geographical areas, spain is contained in the fifth (5th) place at european level after the united kingdom, france, lithuania and Estonia.
Also in the interests of the prospect that the ICT development, known as IDI and ECM, and the importance of a good positioning in both, as shown in spain in the report.

In short is value in the collective effort conducted in spain over the years to consolidate a comprehensive vision of security as part of the National security system , an effort that addresses the five pillars of the Global Agenda of the itu Cybersecurity, and which has significant milestones such as National security , Protection of Critical Infrastructures and CNPIC the three reference CSIRTs ( CCN-CERT , INCIBE-CERT and ESPDEF-CERT ), National Cybersecurity strategy 2013 the establishment of the National Council of Cybersecurity also in 2013, The council's agreement on the establishment of the centre of cyber security Operations of the General state administration and, more recently, adoption of the national strategy of cyber-2019 by agreement National security council on 12 april last 2019.
The Secretariat-General for administration Digital (SGAD) contributes to this collective effort as a member of the National Council of Cybersecurity in which further its holder is the Vice-President, and also for his leadership role, in close collaboration with the NCC, in the development of National security scheme (NHIS) , and the promotion of common and shared services in particular shared service managed security materialized in the From the AGE of Cybersecurity among other actions.
