Europe is facing an unprecedented economic crisis. This situation has a direct result in the budgets of the AAPP: Must be given more public value with fewer resources. Only a partnership based on innovation allows the AAPP overcome this challenge. This is especially true for the services of electronic administration: the ict spending has been reduced in order to satisfy other needs more urgent. The malmö declaration paves the way for this new era. Adopted in these difficult times, its priorities are a call for collaboration to AAPP, both among them and with citizens and businesses.
