ROYAL DECREE 1112/2018, of 7 september on accessibility of websites and applications for mobile devices in the public sector

The aim of this regulation is to ensure that citizens have wider access to public-sector services and ensure equality and non-discrimination in access of persons, including consumers, in particular, of persons with disabilities and older persons. This is done by establishing the obligations of the public sector with regard to accessibility of their websites and mobile applications. In addition to setting additional lines of action for guaranteeing and enhancing the implementation of the requirements specified in the directive (EU) 2016/2102 of accessibility of websites and mobile applications of the public sector , which is reflected in the crf this Royal Decree.

Regulates the use of information on the part of citizens and professionals in their relations with the administration of justice and the administration of justice with the rest of administrations and agencies.

Law 40/2015, of 1 october, from The Legal Regime of the public Sector

no. 236 of 02/10/2015

It establishes and regulates the basis of the legal regime for public authorities, the principles of responsibility of the public administration and the power of sanction, as well as the organization and functioning of the General state administration and its institutional public sector to develop their activities.

Law 19/13 of 9 december, of transparency, access to public information and good governance

Aims to expand and strengthen the transparency of public activity, regulate and guarantee the right of access to information concerning that activity and lay down the obligations of good governance to be met by public officials as well as the consequences of their non-compliance.

Law 9/2017, of 8 november, public Sector contracts

Through this act are transposed to the spanish laws and directives of the european parliament and council 2014/23/eu and 2014/24/eu, of 26 february 2014. Regulates the public sector, in order to ensure that it is in line with the principles of freedom of access to tenders, openness and transparency of procedures, and non-discrimination and equal treatment between the tenderers.

RESOLUTION of 3 september 2012, of the directorate General for industry and small and medium-sized enterprises, which publishes the relationship of UNE standards adopted by AENOR during the month of july 2012

The ministry of industry, tourism and energy adopted on 2 september a resolution specifying that the standard 139803:2012 replaces the standard 139803:2004.

Instrument of ratification of the convention on the rights of persons with disabilities

The purpose of the convention, negotiated for five years, is to promote, protect and ensure the full enjoyment, on the basis of equality of all human rights and fundamental freedoms for all persons with disabilities, and promote respect for their inherent dignity. The Convention is in force in spain since 3 may 2008.

Placed major emphasis of the information society

There is the second paragraph of paragraph one of the additional provision fifth, with the following text: After 31 december 2008, the Internet pages of the public administrations will satisfy, as a minimum, the average level of the criteria of accessibility to the content generally recognized. Exceptionally, this obligation does not apply when a feature or service does not have a technological solution to their accessibility.

ROYAL DECREE 1494/2007 of 12 november, which approves the regulations on the basic conditions for persons with disabilities with access to the information society

The aim of this regulation is to establish the criteria and conditions that are considered key to ensuring access of persons with disabilities to technologies, products and services of the information society and of any means of social communication, in accordance with the principles of equal opportunity, non-discrimination and universal accessibility

LAW 27/2007 of 23 october, by which recognized spanish sign languages and regulate the means of support oral communication for deaf people, with hearing disabilities this

The purpose of this law is to acknowledge and regulate spanish sign language as a language of deaf people, with auditory impairments and in spain than this freely decide to use it, without prejudice to the recognition of sign language catalana within their sphere of use of language, as well as the regulation of the means of support oral communication.

REAL DECRETO 366/2007 of 16 march, accessibility and non-discrimination of persons with disabilities in their relations with the General state administration

This royal decree regulates the conditions of accessibility and non-discrimination, with regard to persons with disabilities, must submit the offices of citizen attention, print and any other means that the General state administration and focuses specifically on the scope of its competences to relations with citizens.

ROYAL LEGISLATIVE DECREE 1/2013, of 29 november, which approves the consolidated text of the General law on rights of persons with disabilities and their social inclusion

This law has a twofold. Firstly, guarantee the right to equality of opportunity and treatment, as well as the real and effective exercise of rights by persons with disabilities in equal conditions in connection with the rest of citizens, through the promotion of personal autonomy, accessibility, universal access to employment, the inclusion in the community and independent life and the eradication of all forms of discrimination, pursuant to articles 9.2, 10, 14 and 49 of the spanish constitution and the international convention on the rights of persons with disabilities and international treaties and agreements ratified by spain. And secondly, establish the law on offences and penalties which guarantee the basic conditions in the field of equal opportunities, non-discrimination and universal accessibility of persons with disabilities.

Law 34/2002 of 11 july, of the information society and Electronic Commerce (LSSICE)

Is the subject of this law regulating the legal regime of the information society services and electronic procurement, with regard to the obligations of service providers including acting as intermediaries in the transmission of content by the telecommunications networks, commercial communications by electronic means, prior information and subsequent to the conduct of electronic contracts, conditions relating to their validity and effectiveness and the sanctions regime applicable to service providers from the information society.
