ANDES is the result of the realization of the measure CORA 2.02.002.32. This measure of the committee for the reform of public administrations was for the communication telematics of births and deaths from health facilities to the civil registry. The service comes into operation on 15 october 2,015 initially, with 25 hospitals (at least one in each autonomous community).
Today, the service is introduced in virtually the entire public maternity wards in Spain, spread gradually in private hospitals (currently available in 249 hospitals). Recently, has exceeded the sum of 300,000 registrations of birth in Civil Registers, which pose a 98 per cent of all communications carried out on-line from hospitals ANDES via the service.
This will reduce regulatory burdens borne by parents, which can start the application of the registration certificate and text of the birth, comfortable while still admitted to the hospital.
In the coming months, the ministry of justice, as head of the service, in collaboration with the General secretariat of Digital Administration, will launch a project of evolution of this system within the Plan to modernize the Civil Registry, to incorporate, among other services, communication telematics deaths that took place in health centres, and to boost the project of the event Vital for the initiation of other procedures relating to the birth.
