The Decision ISA2 (Opens in new window) sets the agenda on interoperability solutions and common frameworks for public administrations, businesses and citizens (programme ISA2) as a means of modernizing the public sector.

Through The Decision (EU) 2015/2240 of the european parliament and the council of 25 november 2015 which establishes a programme relating to the solutions of interoperability and common frameworks for public administrations, businesses and citizens (programme ISA2) as a means of public sector modernization (Opens in new window) the commission is pursuing continue the efforts of the ISA programme (Opens in new window) (Interoperability solutions european public administrations) extending the projection for citizens and businesses.

ISA2 follows the path to the path traversed by the previous programmes IDABC way, and to support cooperation between public administrations in the service of policies and acts on the basis of an effective and efficient use of information for the establishment of cross-border public services, contributing to remove barriers to cross-border interactions on grounds of lack of interoperability and common solutions, as explained in detail in ‘ European public services of electronic administration. The programme's objectives ISA2 are as follows:

  • develop, maintain and promote a holistic approach towards interoperability in the union for eliminating fragmentation in the picture of interoperability in the union;
  • to facilitate electronic cross-border interaction cutting or efficient and effective both between the european public administrations and between businesses and citizens, and to contribute to the development of e-administration more efficient, simplified and user-oriented at the national, regional and local public administration;
  • identify, develop and exploit interoperability solutions to facilitate the implementation of the policies and activities of the union;
  • to facilitate the reuse of interoperability solutions by european public administrations.

The programme ISA2 will encourage and promote:

  • the evaluation, improvement, exploitation and solutions reuse of interoperable cross-cutting or already in place and of common frameworks;
  • the development, establishment, achievement of maturity, exploitation and reuse of new solutions or interoperable cross-cutting and common frameworks;
  • the evaluation of the implications of ict in union legislation proposal or already taken;
  • the identification of gaps in legislation at European and national levels, that would make the interoperable cross-cutting or between the european public administrations;
  • the development of mechanisms to measure and quantify the benefits of interoperability solutions, including the methodologies for the assessment of cost savings;
  • the mapping and analysis of the overall picture of interoperability in the union through the establishment, maintenance and improvement of EIRA and EIC while tools to facilitate the re-use solutions available interoperability and identify areas where these do not yet exist;
  • the maintenance, updating, advocacy and assessment of the implementation of the EIS, the EIF and EIRA;
  • the evaluation, updating and promotion of common specifications and standards and development, establishment and promotion of new common specifications and open specifications and standards through the platforms of standardization of the union and in cooperation with international or european standards, as appropriate;
  • the maintenance and dissemination of a platform that allows access to and collaboration on best practices, acting as a vector of awareness and dissemination of available solutions, including the frameworks on safety and security, and help to avoid duplication of efforts, both to encourage the reuse of solutions and standards;
  • the achievement of the maturity in the new tools and services of interoperability and the maintenance and execution of services and tools existing interoperability with an interim basis;
  • the identification and development of best practices to develop guidance with a view to coordinating interoperability and initiatives to encourage and support communities working on issues relevant to the electronic cross-border interaction and cross-sectoral or end users.

Achieving interoperability between administrations is considered in the european Union as an essential aspect for improving the efficiency and effectiveness of the provision of services. In Addition, sharing and reuse of interoperability solutions already existing ones may help contain the multiplication of costs. ISA2 will be aligned with other community initiatives such as the EFC Programme (ConnectingEuropeFacility) (Opens in new window)

Value added by ISA2 materialize reducing response times in the interaction between administrations and with citizens and businesses; the identification and reuse of existing solutions to common needs; the automation of cross-border transactions and between sectors to contribute to saving time and resources.

The Decision ISA2 and actions arising are synergistic with the effort of the administration on interoperability between AA.PP. and with the citizens, an effort that is reflected in policy development arising from laws 39/2015 of Common Administrative Procedure of the public authorities (Opens in new window) and 40/2015 of The Legal Regime of the public Sector (Opens in new window) , which replace Law 30/1992 (Opens in new window) and Law 11/2007 (Opens in new window) as well as through the National Interoperability (Royal Decree 4/2010) (Opens in new window) their technical standards, and support documentation.
