The ‘ a Consensus on Open Government ’ will be in a public consultation since 27 march to 30 april. The text provides for a method of work through public innovation laboratories, which will eventually figure out how refinarán and develop a variety of projects

The Ministry for the transformation and the civil service has published last tuesday framework document "consensus for a" Open Administration (Opens in new window) the first step in transforming the administration built on a participatory basis with all interested sectors through an innovative approach.

As announced by the minister José Luis Escrivá during his hearing last thursday in the senate to present the broad outlines of the area of public service, the road map designed to carry out the transformation of the administration to make it more open, innovative and open it starts with publication of this week the framework document, which shall be public consultation since 27 march to 30 april.

Below, it is put in place different working groups of Public Innovation of the national institute of public administration, and will eventually figure out how that will shape the different projects; later, these projects refinarán and consult on through the laboratory of participation in public policies Hazlab and, lastly, in the last quarter of this year, prototypes are deployed through citizen laboratory of technological innovation GobTechLab. Thus, according to the method of work raised in the framework document, 2024 will be devoted to experimentation and 2025 will be deployed glue and best practices, which will be assessed in 2026.

The text presented this tuesday, part of six general principles: the institutionalization of the transformation process; the participation of employees and managers of the administration, trade unions and employers ’ organizations, civil society and all the people; innovation; transparency; the assessment and alignment with the strategies and initiatives of national and supranational transformation. Moreover, is divided into four objectives (Open government investment in the capacities of the public sector administration open to public policies informed by evidence and best innovative tools, administration open to citizenship, accessible and humanist and, finally, administration open to transparency, public participation and accountability), and these objectives are to be achieved through 18 projects relating to areas as diverse as Artificial Intelligence and areas of data, the social security management of human capital, the mapping of public policies, the interconnection of citizenship, the development of the culture of integrity or the improvement of citizen participation in the design of policies and plans, among others.
