Study on e-government 2022 (UN)

The survey on e-government of United Nations is held once every two years, and evaluates the 193 member states in terms of administration.

This report analyses the development of the E-government, from the beaches of the E-government UN (E-Government Development Index, EGDI). The EGDI is a Composite index of 3-index, which examines three dimensions: the adequacy of the telecommunications infrastructure (TII), the capacities of human resources to promote and use icts (HCI), and the availability of online content and services (OSI).

The report also includes a supplementary Index, the Contents of E-participación (EPI), which assesses the use of online services by governments to provide information to its citizens, interact with them, and their involvement in the decision-making process and in the codiseño of services, through consultations online. It also includes as a pilot study the Contents of Open Government (OGDI)

In the e-government Survey 2022 spain is contained in the group of countries with very high performance in the development of E-government (EGDI), to obtain a score in the EGDI exceeding 0.88, occupying the post number 17 in the overall ranking.

The report indicates that all countries in the group of very high performance have demonstrated consistency and progress in the different areas of its digital policy strategies, and in coordination and implementation of its public services.

Within the scope of the eu countries Spain is situated in the seventh position.

The study provides, in addition, an assessment of e-government at the local level, to analyse the most populated city in each of the 193 countries through the Contents of Local Online Service (LOSI) that assesses the development of electronic administration at the local level, through official websites. In this Index, the city of Madrid appears in the first in the ranking, is drawn to Berlin, to be in first place in the categories of institutional framework, provision of services, participation and commitment and technology.

As indicated in the survey, “ digital technologies contribute to national development and local levels, facilitate the exchange of knowledge and guidance, and permit the delivery of services and solutions in line both in ordinary circumstances and extraordinary, which means that the transition to digital transformation. E-government has become the cornerstone for building effective institutions, responsible, resilient and inclusive at all levels, as called for in the objective of Sustainable Development (ODS) 16, and to strengthen the implementation of Goal 17. ”
