Accessibility observatory

According to the Royal Decree 1112/2018 on accessibility of websites and applications for mobile devices in the public sector (Opens in new window) the ministry of economic and Digital Processing (responsibilities transferred from the ministry of Territorial policy and Public Service) is responsible for monitoring and reporting with regard to the implementation of this royal decree and Directive 2016/2102 (Opens in new window) , which transposed.
Dentro de este Ministerio, y a su vez, dentro de la Secretaría General de Administración Digital, el Observatorio de Accesibilidad Web es el encargado de coordinar y llevar a cabo estas acciones.
Además, el Observatorio de Accesibilidad Web – OAW  tiene como objetivo ayudar a mejorar el grado de cumplimiento en materia de accesibilidad de los sitios web y aplicaciones para dispositivos móviles de la Administración (AGE, CCAA, EELL y restos de organismos del sector público).

Proceedings of the OAW

Within this initiative will carry out the following actions:

  • Monitoring of compliance with accessibility requirements according to the directive 2016/2102 . Estudios periódicos que proporcionarán datos de medición del grado de cumplimiento en materia de accesibilidad de los sitios web y de las aplicaciones móviles de la Administración así como datos de evolución.
  • Diagnostic service on line . This service allows the staff of the public authorities the possibility of applying for an automatic review of accessibility of their websites according to the methodology for the follow-up Simplified UNE-EN 301549:2019 as well as an automatic review of the declaration of accessibility. Available to members of the Accessibility community .
  • Reference documents  sobre accesibilidad para ayudar a mejorar la accesibilidad de los sitios web y aplicaciones para dispositivos móviles de las Administraciones públicas: normativa, guías sobre la creación de contenido accesible y su validación, vídeos divulgativos relacionados con la implantación del RD 1112/2018, preguntas frecuentes con respuesta a las cuestiones o dudas más extendidas relacionadas con la accesibilidad, etc.
  • Accessibility community . Punto de encuentro de las administraciones públicas para compartir información y experiencias y resolver dudas. También permite el acceso al Servicio de diagnóstico en línea.

Background to the OAW

El Observatorio de Accesibilidad Web ha sido una iniciativa puesta en marcha desde el año 2010 en España. Puedes consultar la página " History of OAW " para conocer todas las actuaciones que se llevaron a cabo y cómo fueron evolucionando.

Survey methodology

Results of studies

In each of the studies of the Observatory and for each focus area generate different reports:

  • The report added. This report provides an understanding of a comprehensive manner the current situation and evolution of all web sites analysed in the study. The report contains a great deal of charts and tables that demonstrate the results of the study: overall results, results obtained for each session as well as an evolution of results over time.
  • Individual reports. Se generan informes individuales para cada uno de los sitios web analizados, que contienen el detalle de los resultados obtenidos en cada una de las páginas analizadas en el estudio. Estos informes son remitidos a los responsables del sitio web analizado para que puedan usarlos en la mejora de su accesibilidad.

Observatory of Web Accessibility - AGE

Segments

There are 6 groups to categorize the websites on the basis of their degree of importance within the administration, its content type, or for the purpose for which were created:

  • Segment Main I. Main. Web sites of Ministries and other websites managed by public authorities to increase the access or impact on society.
  • Part II. Órganos and administrative units . Websites of Organs, centres or administrative units in ministries.
  • Part III. The Public Sector Institutional . Selección de sitios web del conjunto de entidades que integran el sector público institucional estatal a excepción de las universidades públicas no transferidas, que se analizarán en el ámbito de actuación "Otros", dentro del segmento "Universidades" para obtener una visión de conjunto del sector universitario.
  • IV Thematic segment. . Selection of web sites administered by the AGE but who do not identify a specific body: promotional websites, specific information on certain aspects of services, collection of data, etc.
  • Segment Main Headquarters V. E. Headquarters websites included in the Main segment.
  • Part VI. Rest headquarters E. Headquarters not included in the Main headquarters "".

Of these segments, segments I, II and V will always be analysed in all official iterations are planned (series SETS).

The rest of segments, segments III, IV and VI, divided their websites in 2 series that will be analyzed in alternate years in the official iterations are planned (series COUPLE and ODD series).

Observatory of Web Accessibility - REGIONAL GOVERNMENTS

Segments

There are 14 groups to categorize the websites in the light of its thematic and thus be able to understand the situation of those specific areas, allowing you to compare your results between the various Autonomous communities:

  • Segment Main I. . Main web sites of each autonomous community.
  • Bulletins segment II. . Web site of the Official Gazette of each autonomous community.
  • Segment electronic Headquarters III. . Sedes electrónicas u Oficinas Virtuales en los casos en los que aún no exista sede (sólo una por cada Comunidad Autónoma).
  • IV Education segment. . Main web site of education of each autonomous community.
  • Employment segment V. . Main website dedicated to employment policies of each autonomous community.
  • Part VI. . Main website dedicated to the delivery of health services in each autonomous community.
  • Segment Tributes VII. . Main website dedicated to the management and tax collection in each autonomous community.
  • Tourism segment VIII. . Main website dedicated to the promotion and tourist information of each autonomous community.
  • Part IX. Transparency . Web site of transparency of each autonomous community.
  • Social Protection segment X. . Main website devoted to social protection of each autonomous community
  • Segment Environment XI. . Main website dedicated to the environment of each autonomous community
  • Part XII Health Centres. . (Se incluirán a partir de 2022). Selección de sitios web pertenecientes a centros sanitarios.

  • Part XIII. non-university Educational Centres (To be included from 2023). Selection of web sites belonging to non-university educational centres.

  • Part XIV. Other services . Selection of specific websites for the provision of any other autonomous service that does not belong to any previous segments.

Of these segments, the first 7, will always be analysed in all official iterations are planned (series SETS).

Sections VIII, IX and XIII will be analysed in the iterations records carried out in odd-numbered years (series IN ODD-NUMBERED YEARS).

Segments X, XI and XII will be analysed in the iterations records carried out in even-numbered years (series COUPLE).

The segment XIV divide their websites in 2 series, which will be analyzed in alternate years in the official iterations (series COUPLE and ODD series).

Observatory of Web Accessibility - EELL

Segments

Existen 6 grupos para categorizar los sitios web teniendo en cuenta la división provincial y en función de las características de las diferentes entidades locales y así obtener resultados comparables:

  • Part I. Deputations. . Main web sites of all Provincial Councils, and Island Councils. In the case of Autonomous Communities uniprovinciales will have no web site of the council.

  • II Capital segment. . Sitio web del ayuntamiento de todas las capitales de provincia.

  • Segment Most Populous III. . Sitio web del ayuntamiento de los municipios con población mayor de 20.000 habitantes (excluyendo la capital).

  • Media segment IV. . Selection of web sites of councils of municipalities with population some 5,000 to 20,000 people from each province.

  • Segment Small V. . Selection of web sites of councils of municipalities with population between 2,500 and 3,500 inhabitants of each province.

  • Part VI. Other services . Web sites that do not belong to any of the previous segments.

Observatory of Web Accessibility - Other

Segments

Exsten 3 grupos para categorizar los sitios web y así obtener resultados comparables:

  • I. Órganos segment constitutional and regulators . Includes all websites of major Organs of the constitution and constitutional significance, as well as other relevant integrated structures within the same and regulators. It also includes a selection of Counterpart bodies in the autonomous communities.
  • Part II. The Judiciary . Incluye a los sitios web tanto del Consejo General del Poder Judicial, como de los principales Juzgados y Tribunales, así como de la administración de justicia (organización al servicio de Jueces y Tribunales), considerando tanto los de comunidades autónomas con competencias transferidas, como las atendidas en el plano nacional.
  • Universities segment III. . Websites are not transferred public universities and universities.

All segments will be analysed in all official iterations are planned (series SETS).
