Public Administrations and the transition between Both IPv4 and IPv6.

The public authorities, are at the same time agents promoters of the process of transition and actors in the same.

For the global nature of The Internet, this process cannot be addressed from a national perspective, but to be analysed from coordination with international agencies. A point of departure in a coordinated effort of states to develop uniform policies in this area is the Ministerial declaration of the OECD on the future of the Internet economy (Seoul, 2008). At the same member states undertake to promote the adoption of IPv6 both by governments and by large consumers of IPv4 addresses (Opens in new window) . As guidelines for the development of public policies in this regard, OECD recommends (Opens in new window) :

  • Working with the private sector and other stakeholders to increase the education and awareness and reduce bottlenecks
  • Demonstrate the government's commitment to the adoption of IPv6
  • Seek international cooperation and monitoring of implementation of IPv6.

Most recent milestones in international cooperation in the transition between both IPv4 and IPv6 from ITU-T and the european union. In both cases, it is beginning to make way a more proactive role of public administrations in the process of migration, incitándolas to lead by example. La resolución 180 del ITU-T adoptada en la Conferencia celebrada en Guadalajara en Octubre de 2010 (Opens in new window) , spur member states of the organization to upgrade their systems and services are more relevant within the scope of the public service to ensure compatibility with IPv6. Moreover, the european commission, both within the “ Digital Agenda for europe ” as “ The Plan of action of E-government 2011-2015 for europe (Opens in new window) ”, incites to support the process of migration through the interoperability of services of E-government with IPv6.

International agreements on the way forward in the transition to IPv6 IPv4, together with the increasingly urgent need for new round takes place effectively for the next depletion of the area of addressing IPv4, is giving rise to a new generation of national migration plans, establishing more demanding dates for the process. One example is the Memoradum rendered in the Federal government of United States “ Transition to IPv6 (Opens in new window) the most common actions in those programmes

In this regard of the last point, it is important to point out that this does not necessarily imply a full equipment of domestic public administrations. The use of mechanisms of interoperability described in RFC 4213 can be prevented in some cases the cost of migration be functionally complete and satisfactory.

These and other aspects are considered in the agreement of the council of ministers of 29 april 2011, which approves the Capacity-building Plan for mainstreaming IPv6 in spain (Opens in new window) .
