The 16th edition of the Global Innovation Index (GII) provides new data and analysis on the state of global innovation and allows readers and policymakers to benchmark the the innovation ecosystem performance of more than 130 economies.

The Global Innovation Index 2023 (GII) takes the pulse of innovation against a background of an economic and geopolitical environment fraught with uncertainty. Tracking the most recent global innovation trends, the GII finds that – despite a climate of disquiet and a decline in risk capital investment – opportunities abound as a result of the incipient Digital Age and Deep Science innovation waves. At its core, the GII 2023 reveals who is leading in global innovation, ranking the innovation performance of 132 economies and highlighting their strengths and weaknesses. In addition, it identifies the world’s top 100 science and technology clusters.

The GII is a “tool for action” regarding innovation policy. Governments around the world have used the GII to benchmark innovation performance, perfect innovation metrics and, ultimately, to shape evidence-based innovation policymaking. In the context of the United Nations Sustainable Development Goals (SDGs), since 2019, the GII has been recognized by the United Nations General Assembly to be a benchmark for measuring innovation, including more recently in a post-pandemic environment.

The latest edition gives Spain a score of 45.9 points (1.3 points more than in the previous edition) and the 29th position of the 132 countries analyzed, the 18th position among European countries, placing its performance in line with its level of development.

The index is composed of 7 pillars: Institutions, Human capital and research, Infrastructures, Market sophistication, Business sophistication, Knowledge and technological results and Creative results. Spain is located in all the pillars, except for Institutions, in the quartile of best players (between positions 1st and 33rd), especially in Infrastructure, where it occupies position 16th.

Within the Infrastructures block, Spain ranks 24th in Information and Communication Technologies (ICTs) with a score of 84.0, among which the Government’s Online Service has a score of 84.1, ranking 25th. This section also analyses the use and access to ICTs and the online participation of citizens.
