Initially, the studies of the Observatory of Web Accessibility were planned to be carried out during 2010 and the beginning of 2011 . These studies make it possible to know the situation on time and the evolution of compliance with accessibility requirements of the websites of the public authorities, based on a methodology, developed in collaboration with the working groups related to accessibility in the administration. These studies were carried out on UNE 139803:2004 (equivalent to WCAG 1.0 ).

Given the success and acceptance of the initiative, as well as by the good results obtained, it was decided to extend its activity during the year 2011 complete .

During 2012 and 2013 were the activities of the diagnostic service on line and the community accessibility. It also facilitated the generation of materials before the adoption of the new UNE 139803:2012 (equivalent to WCAG 2.0 ). From 2014, we worked with regard to the UNE 139803:2012.

In 2018 the working groups related to the accessibility of the steering committee ICT (CDTIC) and the sectoral Commission E-government (CSAE) adopted a new version of the methodology underpinned by UNE 139803:2012.

After the entry into force of the Royal Decree 1112/2018 on accessibility of websites and applications for mobile devices in the public sector (Opens in new window) implementing the spanish legal system the Directive (EU) 2016/2102 of the european parliament and of the council of 26 october 2016, on the accessibility of websites and applications for mobile devices of the public sector agencies and the publication of the Implementation decision 2018/1524 (Opens in new window) , which defines how this is to be done in the simplified follow-up to member states from the year 2020, we started working in the new Methodology for the follow-up simplified UNE-EN 301549:2019 (PDF) (Opens in new window) , whose verifications are aligned with WCAG 2.1 . In june 2020  la metodología es aprobada por los grupos de trabajo "Accesibilidad en las TIC en las AAPP" del CDTIC y "Observatorio, Indicadores y Medidas" de la CSAE.

Survey methodology

The revision of accessibility of the studies of the Observatory of Web Accessibility is carried out on the basis of a its own methodology developed by the Observatory in collaboration with the working groups related to the accessibility of CDTIC and CSAE. In this methodology defines sample of websites and to analyse pages , verification to check and scores to generate for measuring the degree of compliance with accessibility, in which you can also understand the performance over time; checks are analysed sub-set of criteria for verification of WCAG , whose verification can be done automatically as well as others that, although usually review is manual, have been able to add through specialized metric. In the methodology also defines the Areas we shall study (state, regional, local and other), as well as the segments in those who are grouped websites with similar characteristics, with the aim of comparability with each other.

All the services offered on 2010 , 2011 and 2012 used a methodology for UNE 139803:2004 (equivalent to WCAG 1.0). In july 2015 adoption first version of the methodology based on A 139803:2012 (PDF) (Opens in new window)   (equivalent to WCAG 2.0). In april 2018 passed second version of the methodology based on the same standard (UNE 139803:2012) (PDF) (Opens in new window) .

In june 2020 adoption Current methodology for the follow-up simplified, based on UNE-EN 301549:2019 (equivalent to WCAG 2.1):

Results of studies

In each of the studies of the Observatory and for each focus area generate different reports:

  • The report added. This report provides an understanding of a comprehensive manner the current situation and evolution of all web sites analysed in the study. The report contains a great deal of charts and tables that demonstrate the results of the study: overall results, results obtained for each session as well as an evolution of results over time.
  • Individual reports. Individual reports are generated for each of the web sites analysed, containing the details of the results obtained in each of the pages analysed in the study. These reports are submitted to the responsible site analysed so that they can use them in improving their accessibility.
