Accessibility observatory

The Observatory of Web Accessibility is an initiative of the ministry of economic affairs and Digital Transformation that aims to help improve compliance in the matter of accessibility of websites and applications for mobile devices of the administration (AGE, REGIONAL GOVERNMENTS, EELL and remnants of public sector bodies).

Within this initiative will provide the following services:

  • Monitoring of compliance with accessibility requirements . Estudio periódico que proporciona datos de medición del grado de cumplimiento en materia de accesibilidad de los sitios web de la Administración así como datos de evolución.
  • Diagnostic service online . This service allows staff to public administrations the possibility of requesting an automatic review of accessibility of their websites, according to the methodology for tracking UNE-EN Simplified 301549:2019 as well as an automatic review of the declaration of accessibility. Available to members of the Accessibility community .
  • Reference documentation  sobre accesibilidad para ayudar a mejorar la accesibilidad de los sitios web y aplicaciones para dispositivos móviles de las Administraciones públicas: normativa, guías sobre la creación de contenido accesible y su validación, vídeos divulgativos relacionados con la implantación del RD 1112/2018, preguntas frecuentes con respuesta a las cuestiones o dudas más extendidas relacionadas con la accesibilidad, etc.
  • Accessibility community . Punto de encuentro de las administraciones públicas para compartir información y experiencias y resolver dudas. También permite el acceso al Servicio de diagnóstico en línea.

Temporary Scope

Initially, studies of the Observatory of Web Accessibility is planned to be carried out during 2010 and early 2011 . Estos estudios permiten conocer la situación puntual y la evolución del cumplimiento de los requisitos de accesibilidad de los sitios web de las administraciones públicas, basándose para ello en una Metodología propia, desarrollada en colaboración con los grupos de trabajo relacionados con la accesibilidad existentes en la Administración. Estos estudios se realizaron sobre la UNE 139803:2004 (equivalente a WCAG 1.0 ).

Given the success and acceptance of the initiative, as well as the good results obtained, it was decided to prolong their activity during the year 2011 complete .

During 2012 and 2013 se mantuvieron las actividades del servicio de diagnóstico en línea y la comunidad accesibilidad. Así mismo se potenció la generación de materiales de ayuda ante la aprobación de la nueva UNE 139803:2012 (equivalente a WCAG 2.0 ). Desde 2014, se trabajó con respecto a la UNE 139803:2012.

In 2018 los grupos de trabajo relacionados con la accesibilidad del Comité de Dirección TIC (CDTIC) y de la Comisión Sectorial de Administración Electrónica (CSAE) aprueban una nueva versión de la Metodología basada también en la UNE 139803:2012.

After the entry into force of Royal Decree 1112/2018 on accessibility of websites and applications for mobile devices in the public sector (Opens in new window) which transposes into Spanish law Directive (HAT) 2016/2102 of the European Parliament and of the board of 26 October 2016, on the accessibility of websites and applications for mobile devices of the public sector agencies and the publication of the Implementation decision 2018/1524 (Opens in new window) , which defines how to carry out the monitoring simplified in the member states from the year 2020, work began on the new Monitoring methodology simplified UNE-EN 301549:2019 (PDF) (Opens in new window) , whose checks are aligned with WCAG 2.1 In. June 2020  la metodología es aprobada por los grupos de trabajo "Accesibilidad en las TIC en las AAPP" del CDTIC y "Observatorio, Indicadores y Medidas" de la CSAE.

Methodology of studies

La revisión de accesibilidad de los estudios del Observatorio de Accesibilidad Web se realiza en base a una metodología propia desarrollada por el Observatorio en colaboración con los grupos de trabajo relacionados con la accesibilidad del CDTIC y de la CSAE. En esta metodología se define la sample of web sites and pages to analyse , checks to check as well as the scores to generate for measuring the degree of fulfilment of accessibility, in which you can also understand the evolution of the results over time; checks are analyzed subset of verification criteria of WCAG those whose verification can be done automatically as well as others who, although its revision is usually manual, have been able to add through specialized metrics. In the methodology also defines the Fields which divides the study (state, regional, local and others), as well as the segments en los que se agrupan los sitios web con características similares, con el objetivo de poder compararlos ente sí.

All services offered in 2010 , 2011 and 2012 used a methodology based on the UNE 139803:2004 (equivalent to WCAG 1.0). There are 2 versions of this methodology: Methodology based on the UNE 139803:2004 - General Administration of the state (PDF) (Opens in new window) and Metodología basada en la UNE 139803:2004 - Gobiernos regionales y locales (PDF) (Opens in new window) , where the only difference between the two is the different distribution of segments.

In July 2015 approved primera versión de la Metodología basada en la UNE 139803:2012 (PDF) (Opens in new window)   (equivalent to WCAG 2.0). In April 2018 adopted a second version of the methodology based on the same rule (UNE 139803:2012) (PDF) (Opens in new window) .

In June 2020 approved Metodología actual para el Seguimiento Simplificado, basada en la UNE-EN 301549:2019 (PDF) (Opens in new window)   (equivalent to WCAG 2.1).

    Results of studies

    In each of the studies of the Observatory and for each of its areas of action is generated different reports:

    • Report added. This report reveals comprehensively the current situation and evolution of all websites analyzed in the study. The report contains a lot of graphs and tables that reflect the results of the study: overall results, results in each of the segments as well as an evolution of the results over time.
    • Individual reports. Se generan informes individuales para cada uno de los sitios web analizados, que contienen el detalle de los resultados obtenidos en cada una de las páginas analizadas en el estudio. Estos informes son remitidos a los responsables del sitio web analizado para que puedan usarlos en la mejora de su accesibilidad.

    Technical note La accesibilidad de los sitios web y aplicaciones móviles del sector público (PDF) (Opens in new window) describes the new context and challenges faced by all players involved after the publication of the royal decree 1112/2018 and displays the results of the iteration of late 2018 offering a comprehensive picture of the situation at that time.

    Segments

    Currently, have been created 6 groups to categorize the websites depending on your level of importance within the administration, its content type, or the purpose for which they were created:

    • Main I. segment . Websites main ministries and other websites managed by public entities of greater access or impact on society.
    • Segment II. Organs and administrative units . Websites of organs, centres or administrative units of ministries.
    • Segment III. Public Sector Institutional . Selection of websites of all entities within the public sector state institutional except for public universities do not transferred, which will be discussed in the niche "Other", within the segment "Universities" to get an overview of the university sector.
    • Segment (IV. Thematic . Selection of websites managed by the AGE but do not identify a specific body: promotional webs, specific information on certain aspects, services, data collection, etc.
    • Segment SEE Major Locations Electronic. Headquarters websites listed in the Main segment.
    • Segment VI. Other Locations E. Headquarters not included in the segment of "Main headquarters".

    Currently, have been created 14 groups to categorize the websites based on their subject and to know the situation in those specific areas, allowing you to compare your results between the various Autonomous Communities:

    • Main I. segment . Main website of each Autonomous Community.
    • Segment II. Newsletters . Website of the Official Newsletter of each Autonomous Community.
    • Segment III. electronic Headquarters . Sedes electrónicas u Oficinas Virtuales en los casos en los que aún no exista sede (sólo una por cada Comunidad Autónoma).
    • Segment (IV. . Main website each educational Autonomous Community.
    • SEE Employment segment . Sitio web principal dedicado a políticas de empleo de cada Comunidad Autónoma.
    • I SAW segment. . Sitio web principal dedicado a la prestación de servicios sanitarios en cada Comunidad Autónoma.
    • Segment VII. Taxes . Sitio web principal dedicado a la gestión y recaudación de impuestos en cada Comunidad Autónoma.
    • Segment VIII. Tourism . Main website dedicated to the promotion and tourist information of each Autonomous Community.
    • Segment IX. Transparency . Website of transparency of each Autonomous Community.
    • Social Protection X. segment . Main website dedicated to the social protection of each Autonomous Community
    • Segment XI. Environment . Main website dedicated to the environment of each Autonomous Community
    • Segment XII. Health Centres . (Included starting in 2022). Selection of websites belonging to health centres.

    • Segment XIII. Non-university educational establishments (Included starting in 2023). Selection of websites belonging to non-university education centres.

    • XIV segment. Other services . Selección de sitios web específicos para la prestación de cualquier otro servicio autonómico que no pertenezca a ninguno de los segmentos anteriores.

    Currently, have been created 6 groups to categorize the websites taking into account the provincial division and depending on the characteristics of the different local entities and thus obtain comparable results:

    • Councils I. segment . Sitio web principal de todas las Diputaciones Provinciales, Cabildos y Consejos Insulares. En el caso de Comunidades Autónomas uniprovinciales no existirá el sitio web de la diputación.

    • Segment II. Capital . Website do concello de all provincial capitals.

    • Segment III. Most Populous . Sitio web del ayuntamiento de los municipios con población mayor de 20.000 habitantes (excluyendo la capital).

    • Segment (IV. Media . Selección de sitios web de ayuntamientos de municipios con población entre 5.000 y 20.000 habitantes de cada provincia.

    • SEE Small segment . Selección de sitios web de ayuntamientos de municipios con población entre 2.500 y 3.500 habitantes de cada provincia.

    • Segment VI. Other services . Sitios web que no pertenecen a ninguno de los segmentos anteriores.

It also includes a selection of the existing Counterparts in the Autonomous Communities.
    • Segment II. Judiciary . Incluye a los sitios web tanto del Consejo General del Poder Judicial, como de los principales Juzgados y Tribunales, así como de la administración de justicia (organización al servicio de Jueces y Tribunales), considerando tanto los de comunidades autónomas con competencias transferidas, como las atendidas en el plano nacional.
    • Segment III. Universities . Websites not transferred public universities and public universities transferred.
