The spanish federation of municipalities and provinces publishes the documents "Laws 39 and 40. Book study" and "Laws 39 and 40. Book" work with a view to helping local governments in the process of transforming the digital and fulfilment of its obligations under the laws by 2015 and 39/40/2015.

The Law 39/2015, of 1 october, of Common Administrative Procedure of the public authorities (Opens in new window) and Law 40/2015, of 1 october, from The Legal Regime of the public Sector (Opens in new window) , represent a strong impetus to the digitalization of the spanish public administrations and lay down obligations in respect of electronic administration conducive to greater efficiency, innovation and modernization of the same.

The Committee on information society and New Technologies of the spanish federation of municipalities and provinces (FEMP) (Opens in new window) has published documents Laws 39 and 40 book study. The Book of work (Opens in new window) with a view to helping local governments in the process of transformation and the fulfilment of its obligations under both acts.

The book study, Laws 39 and 40 book study. (Opens in new window) is a reference manual on all items that we must learn about for the successful deployment of the digital processing in local administrations. Presents and analyses concepts relating to electronic administration, common platforms and reusable tools and strategies, corporate models and practices that facilitate the design of digital management processes in the administration requiring Law 39/2015 of Common Administrative Procedure of the public administrations and the law 40/2015 of The Legal Regime of the public Sector, for local governments.

The book of work, Laws 39 and 40. The Book of work (Opens in new window) provides a description of patterns and further steps to draw up a road map, for each municipality or organization, the various processes of management of digital transformation, according to the new rules and focused in the area of local administrations.

In this context, a road map is a plan that provides a broad indication of the sequence of steps to reach an objective. It can be considered as a plan of action in the short, medium and long term, that on the strategic objectives to more tangible and attainable. The purpose of the road map is to serve as a basis for the institution to know where and what should be done to get where you come, helping you to define its objectives, as well as establishing clear strategic lines for the development of various processes in order to truly achieve those goals.

The road map of Digital Processing structure in phases, within regions in activities, which in turn include Tasks. Stages have been catalogued in criticism, important and normal, depending on the impact in the project.

The idea is to build on a diagram General, so that each municipality or organization select at every stage, those activities that seek to address, depending on their own choice or their technological level, with the ultimate goal of being able to begin the final Phase established, in particular phase 15, which has been defined as – “ implementation of electronic administration ”, with many possibilities of success.
