The committee on Ict Strategy promotes the transition to Digital Administration

The Minister of finance and Public Administrations, Christopher Montoro, has chaired the plenary of the committee on ict strategy, the CETIC, which have adopted the proposal of the Ict Strategy for the AGE for submission to the council of ministers, the model of management of shared services and the declaration of the first 14 shared services.

The minister of finance and Public Administrations chaired yesterday by the constitution of the ict strategy, the highest decision-making body in the field of information and communications technology in the General state administration.

Con esta comisión se culmina la puesta en funcionamiento del modelo propugnado por la Comisión para la Reforma de las Administraciones Públicas, la CORA, con la elevación al Consejo de Ministros del Plan de Transformación Digital de la Administración General del Estado y sus organismos públicos, la Estrategia TIC.

Christopher Montoro has been assured that the opening of this Commission extends the range of fronts to achieve the E-government "power and the digitization of internal processes to generate improvements electronic effectiveness, savings and significant transparency".

España ocupa el puesto 12º mundial en Administración Electrónica, habiendo escalado 11 puestos según el informe UNPAN de la ONU. La apuesta por una Administración netamente digital, sin barreras, profundamente interconectada y que, sobre todo, toma como referente al ciudadano como cliente activo y esto se pone de manifiesto en los proyectos TIC puestos en funcionamiento durante esta legislatura:

1. Creation of a new system of ICT Governance , which encompasses the present commission, in addition to the management Of Ministerial Committees. This model is reinforced by the forthcoming adoption of the council of ministers of the Ict Strategy of AGE, whose proposal was adopted in this committee and also approved at this meeting: the example of management of Shared Services and the declaration of the first 14 shared services.

2. Progress in terms of communication infrastructures:

  • The cloud SARA (Sistema de Aplicaciones y Redes para las Administraciones), conjunto de infraestructuras de comunicaciones que conecta las Administraciones Públicas Españolas e instituciones europeas para intercambio de información y acceso a servicios y que da cobertura ya al 93,19% de la población española, evolucionando hacia un sistema tipo Nube.
  • The beijing platform for Brokering data , which allows citizens do not have to submit documents which are on file with the administration. The system can verify automatically and on-line, with the consent of the citizen, the data of identity, residence, debt to the TAXES or the SS, Unemployment benefits, Cadastral, Training qualifications, etc. To date has made it possible to more than 100 million exchange of documentation.
  • The new unified network in AGE Telecommunications , shared by 12 ministries and 51 bodies dependent on the same, serves more than 3,400 buildings which form part of the AGE in spain and 500 in 125 countries, with 125,000 users and more than 2,000 million pages viewed per year. It Has led to 400 national and international headquarters and savings of more than 124 million €in 4 years.
  • Interconnection system records that has enabled registration 1,150,000 exchanged electronically between different administrations, avoiding the displacement of citizens and the sharing of roles.

3. Programmes and services developed

  • Cl@ve system digital identity, to unify electronic access of citizens through shared keys and mobility and which allows access to any Administration 1,400 registered users.
  • Common service of electronic signature , integrated with the platform cl@ve, with 190 million this year alone transactions
  • Electronic system notifications , que proporciona a ciudadanos y empresas un buzón seguro asociado a una Dirección Electrónica Habilitada (DEH) en la que recibir notificaciones electrónicas. 36.550.691 notificaciones en la legislatura y más de un millón de direcciones electrónicas activas. 47 millones de notificaciones a ciudadanos sólo en 2014, lo que supuso un ahorro de 126 millones de euros para los ciudadanos y 41,6 millones para la Administración del Estado.
  • Procedures are subject to electronic workflow in the AGE . El 99% de la tramitación de la AGE ya puede realizarse electrónicamente y el 81,33% ya se han hecho electrónicamente en esta legislatura.
  • Telephone 060 , which has provided assistance to more than 14 million calls and that is increasing the number of agencies pay attention to the citizen through this service shared already tapping into The Interior, traffic, employment, education, AAPP, status of aliens, etc.
  • Electronic Portal FACe , punto único que permite a los proveedores facturar electrónicamente a las AAPP. Un éxito de colaboración con el sector privado que se traduce en más de 3.500.000 facturas y más de 19.000 millones de euros facturados y ejemplo de colaboración entre administraciones públicas, con 16 CCAA y más de 7.300 ayuntamientos integrados.
  • General access point , que permite conocer los servicios públicos de la Administración a través de un único punto en Internet, con más de medio millón de páginas vistas mensuales.
